happening.</p><p><a href="https://www.emptylosangeles.com/p/greed-arson-and-an-hgtv-host?utm_source=publication-search">Longtime readers may recall that LAHD was complicit in how bad the Lourine Court situation became</a> (the above photo is of one of the fires at the complex). The Department&#8217;s General Manager, Ann Sewill, left in 2024, but unfortunately the Department does not seem to have improved.</p><p>I know I don&#8217;t need to tell my readers that <a href="https://prp.lacontroller.app">Controller Kenneth Mejia&#8217;s latest transparency project lists the city&#8217;s top 100 problem rental properties</a>, and I&#8217;m sure I don&#8217;t need to tell Eastside residents that Wyvernwood ranks high on the list.</p><p><a href="https://savingplaces.org/stories/wyvernwood-las-first-large-scale-garden-apartment">When Wyvernwood was built in 1939, it was based on &#8220;Garden City Movement&#8221; principles that gave renters fresh air, sunlight, and open space.</a> Garden complexes were meant to be a healthy, community-oriented alternative to filthy, overcrowded slums. However, modern-day Wyvernwood renters are dealing with a landlord that has racked up a whopping 225 complaints and a Housing Department that is actively failing to help them.</p><p><a href="https://thelalocal.org/neighborhoods/boyle-heights/wyvernwood-la-housing-department-renter-protections/">This piece from the Boyle Heights Beat made my blood boil</a>. Here are a few excerpts:</p><blockquote><p>Once inside, protesters waited about 40 minutes to meet with a housing department staff member to discuss the closure of &#8220;hundreds of complaints&#8221; from Wyvernwood residents. Advocates said they were ready to present rental contracts and paperwork they believe show reductions of services at the apartment complex.</p><p><strong>An employee never came out to meet them</strong>.</p></blockquote><p>Wow, cowardly AND horribly unprofessional!</p><blockquote><p>&#8230;Wyvernwood residents deal with moldy roofs, faulty repairs, and a lack of affordable parking spaces that have been privatized.</p></blockquote><p><a href="https://www.youtube.com/watch?v=p8aQjjdeBqE">Please watch this CBS news clip on the unsustainable parking problems in Boyle Heights BEFORE commenting on the parking situation</a>. <em>Not everyone has the luxury of going carless</em>. </p><blockquote><p>The complaints include allegations of health code violations, failure to make repairs, insurance fraud, reduction of services and a proposed online-only payment system that would disadvantage aging tenants without bank accounts.</p></blockquote><p>I would like to remind everyone that a lot of those online payment systems charge processing fees. Also, I&#8217;m not sure how good the internet connectivity situation is at Wyvernwood, but I&#8217;d guess that when it stops working, it probably doesn&#8217;t get fixed promptly (I used to live in a neighborhood that was not a priority to the only available internet service provider, trust me on that). That could create a real problem if the internet goes out right before the rent is due.</p><p><strong>Oh, and California Civil Code 1947.3. (a) states: (1) Except as provided in paragraph (2), a landlord or a landlord's agent shall allow a tenant to pay rent and deposit of security by at least one form of payment that is neither cash nor electronic funds transfer.</strong> (Disclaimer: I am not a lawyer.)</p><p>Boy, all these complaints and NO accountability? What is LAHD even doing with all of this information? Silver Lake as it is in, say, nearby Hollywood, it&#8217;s happening there too. </p><p>A neighbor reached out regarding 2301-2309 Kent Street/801 Waterloo Street, formerly a stately 1917 Craftsman-style multifamily home. </p><p>The rent-stabilized building survived for more than a century, including two world wars, changes to the neighborhood when the freeway came through a few blocks away, and the rough old days when Silver Lake had a sketchy reputation. Like so many other buildings, it did not survive being left empty. <a href="https://lafd.org/alert/knockdown-structure-fire-05272026-inc0162">You guessed it - another fire.</a></p><p>Code enforcement complaints of &#8220;abandoned or vacant building left open to the public&#8221; began in February. Unsurprisingly, those complaints were deemed &#8220;no violation&#8221;, &#8220;referred to general&#8221;, or &#8220;referred to Housing Department&#8221;. </p><p>In other words, typical buck-passing from bureaucrats who have no respect for the city that issues their paychecks.</p><p><a href="https://www.ladbsservices2.lacity.org/OnlineServices/PermitReport/PcisPermitDetail?id1=23010&amp;id2=10001&amp;id3=03875">The building was slated for demolition at least as recently as July 2024, but no permit for demolition or construction has been issued.</a> This is yet another example of why I simply cannot take (most) developer promises at face value - sometimes, the planned project doesn&#8217;t get built.</p><p>Does that give the owner of the property <em>carte blanche</em> to just leave the existing buildings unattended and insufficiently secured - particularly when it could have been moved? Not in my book. </p><p>The neighbor told me that the fire began around 3 (LAFD says 4:21) in the morning. So, in addition to putting neighboring buildings at risk of catching on fire and releasing toxic soot and smoke into the air, the neighbors were deprived of sleep, too. TL; DR version: Planning initially wouldn&#8217;t cooperate, the CD1 offices ignored the request for nearly a MONTH, promised me a response SIX WEEKS after the initial request, and then never sent me anything at all. <strong>To the best of my knowledge, NONE of this is legal.</strong></p><p>That is not a good look for Planning, nor is it a good look for CD1 personnel. </p><p>On April 30 of this year, Eunisses Hernandez was quoted in the <em>Los Angeles Times</em>, claiming &#8220;<a href="http://enewspaper.latimes.com/infinity/article_share.aspx?guid=794db7d4-f447-4136-8956-87edb773b1f8">I have a list of dozens and dozens of [rent-stabilized] units in my district&#8230;that are currently Airbnb units. This is happening</a>.&#8221;</p><p><strong>Let me be clear: I believe Eunisses&#8217; claim that there are RSO units in CD1 that are being misused as illegal hotels. It&#8217;s happening all over the city. </strong></p><p>Obviously, I submitted a request for the list she claims to have, intending to investigate the matter myself. </p><p>That was on April 30, the same day I read the article in the <em>Times</em>.</p><p><strong>It is now May 16, over two weeks after the email was sent. I have not received any response whatsoever - not even one acknowledging the request.</strong></p><p><strong>Why won&#8217;t the CD1 offices comply with the law regarding records requests?</strong></p><p><strong>Does the list really even exist - and if so, what does Eunisses&#8217; team stand to gain by refusing to share it?  </strong>(Seriously, help me help you.)</p><p><strong>I have made no secret of my disdain for the CD1 offices&#8217; history of unprofessional behavior (and I will continue to call it out if it happens again), but that doesn&#8217;t mean that I&#8217;m not still here to help. </strong></p><p>My concern for my fellow Angelenos trumps personal dislike, and I was fully prepared to dig into each address on this list. Bluebird&#8217;s <a href="https://maps.app.goo.gl/2fBvWjZ8aYpuyEWU7">Westside</a> and <a href="http://bluebirdonline.com/">online</a> storefronts are open.)</p><p>While <em>any</em> building fire is bad, a fire in an office supply store can easily reignite due to the high amount of paper and cardboard. <a href="https://www.aol.com/news/firefighter-injured-major-blaze-downtown-184326772.html">This fire did indeed re-ignite, causing the roof to collapse</a>. A firefighter was injured, and <a href="https://www.instagram.com/reel/DYQj4Wjjz6h/?utm_source=ig_web_copy_link&amp;igsh=MzRlODBiNWFlZA==">the fire rained ash down on Hope Street for hours</a>.</p><p>The cause of the fire is, as always, under investigation. But it might be prudent for investigators to look at the building next door, if for no other reason than to rule it out.</p><p>1219-1221 South Hope Street doesn&#8217;t have any permits on file or any ZIMAS complaints within the past decade. However, it is boarded up and, curiously, labeled as &#8220;Cbre Prime Development Opportunity&#8221; on Google Maps. I&#8217;m posting a screenshot below in case this gets edited later. </p><p>(CBRE, which is based in Dallas and New York but has several offices in LA, is the world&#8217;s largest commercial real investigators to do their thing), is that squatters, vandals, or other troublemakers got into the vacant building and caused the fire. Graffiti-tagged plywood boards scream &#8220;this building is unoccupied&#8221;. </p><p>If you&#8217;ve been paying attention, you may recall <a href="https://www.emptylosangeles.com/p/this-is-hopefully-not-the-end-beautiful?utm_source=publication-search">that this is the same block of Hope Street where Relevant Group illegally (and savagely) gutted the Morrison Hotel, which contributed to the severity of the damage when it caught on fire on 12/26/24.</a> </p><p><a href="https://www.emptylosangeles.com/p/la-has-drawn-the-tower?utm_source=publication-search">The unfinished, notoriously vandalized Oceanwide Plaza towers are also visible from the The big 1902 Craftsman, converted to a triplex years ago, <a href="https://www.ladbsservices2.lacity.org/OnlineServices/PermitReport/PermitResultsbyPin?pin=129A203%20%20%20328">had a permit issued in 2021 for re-framing the roof in the aftermath of a fire&#8230;and just six months ago, a quality review for fire repair (likely for the back house) was completed. </a></p><p>When the Hollywood Center Motel had a fire recently, it was torn down VERY quickly due to safety concerns. <a href="https://lafd.org/news/historic-pico-union-homes-ravaged-fire">Yet, this triplex was left standing for nearly 10 years after a devastating fire on August 10, 2016.</a> The fire also displaced 41 people (32 adults and nine children) and two dogs (a third dog and a cat did not survive). </p><p><strong>I suspect that there wasn&#8217;t a push to tear down these homes because Pico-Union is full of working Angelenos (many of them immigrants). Hollywood, however, attracts tourists. The Hollywood Center Motel came down in record time; this triplex kept racking up code complaints after the roofing permit was issued.</strong></p><p>The triplex has a metal fence (no chain-link here!), but it wasn&#8217;t enough to keep out squatters. <a href="https://lafd.org/alert/update-structure-fire-04272026-inc0470-0">It caught on fire again today</a>. And it gets sketchier. Of particular note is a report which advised against the proposition. It &#8220;disappeared&#8221;, replaced by a significantly shorter report downplaying the original report&#8217;s findings. </a></p><p>(If anyone out there can get their hands on the missing original report, there is such a thing as uploading it to archive.org - just saying. I&#8217;ll be only too happy to share it far and wide.)</p><p><strong>Getting into bed with Airbnb is a huge conflict of interest for a city with a vacancy/misuse problem, tens of thousands of still-displaced fire victims, and <a href="https://www.emptylosangeles.com/p/1200-city-owned-project-homekey-units?utm_source=publication-search">thousands of still-empty Project Homekey units</a> (</strong><em><strong>that Angelenos already paid a $#@%&amp;*! fortune for</strong></em><strong>).</strong></p><p>It&#8217;s a pity that City Hall wasn&#8217;t designed with some sort of flushing mechanism. </p><p>Anyway, there was another empty-house fire in Harvard Heights the other day.</p><p>1970 South La Salle Avenue is (was?) a big, beautiful 1907 Craftsman, despite the deferred maintenance. (The initial LAFD Alert reports it was 2008 South La Salle, on the next block, but 2008 is a 1960s multifamily building with only one code complaint on file, and it appears to be in good condition. <a href="https://lafd.org/alert/knockdown-structure-fire-04242026-inc0464">The incident was updated with the correct address.</a>)</p><p>There is a list of code complaints, nearly all from the last two years. <a href="https://www.ladbsservices2.lacity.org/OnlineServices/PermitReport/PermitResultsbyPin?pin=126B193%20%201127">The usual suspects - unpermitted construction, abandoned/vacant building open to the public, and &#8220;building or wall that could fall down&#8221; - are all present</a>. </p><p>Hoping to find an explanation for the building&#8217;s boarded-up state, I dug more, and promptly discovered that <a href="https://www.redfin.com/CA/Los-Angeles/1970-S-La-Salle-Ave-90018/home/6907765">the house was not only listed for sale VERY recently, but that it was under contract</a>. </p><p>Whether the house is still under contract isn&#8217;t yet clear, but if the buyer is a speculator, fire damage won&#8217;t matter to them. It was listed as a fixer, which isn&#8217;t a deterrent to home seekers on a modest budget, but fire damage might be too much for some buyers to handle.</p><p>I suspect the listing was at least partially generated by an AI chatbot, since one sentence reads <strong>&#8220;Boarded windows and a fenced front contribute to vintage curb appeal.&#8221;</strong> I&#8217;m screenshotting it here in Only after that time has passed is the landlord or property manager allowed to remove it (I&#8217;m aware that some don&#8217;t obey this law strictly, but that&#8217;s an entry for another time). <strong>The problem is that since California law considers live animals to be property, it can be legally impossible to rescue an abandoned animal trapped in a locked rental unit. </strong>(Not a lawyer, just a former property manager.)</p><p><strong>Living beings should NEVER be left to suffer and die when their humans fail them. That is animal abuse. </strong>I never had a tenant abandon a live animal, but if I had, I know my boss would have kept calling the tenant until they picked up and had me pet-sit the poor darling until the tenant either retrieved or agreed to surrender their pet. </p><p>Enter Kendall Kiper. When the woman across the hallway was evicted, she left her cat behind. Kendall, hearing the cat&#8217;s cries, sought help from the building manager, animal services, animal control, police, and the fire department. None of them would step in to save the cat. For weeks, Kendall kept him alive by sliding food under the door. The cat now lives with Kendall, who named him Lucky. (Please don&#8217;t give Kendall any crap about not breaking in to save Lucky; getting arrested for B&amp;E would have put her other cat in the same situation.)</p><p>Kendall wants to close the legal The hotel was the final residence of Bukowski&#8217;s first love and muse Jane Cooney Baker. </p><p>Anyway, it&#8217;s been on the abate list since 2017. When I started documenting empty buildings a few years ago, it was already missing its roof. </p><p><a href="https://lafd.org/alert/update-structure-fire-04052026-inc0222">Guess what happened in the wee hours of Sunday morning? That&#8217;s right - it caught on fire again.</a> Happy freaking Easter, East Hollywood. </p><p>It took about 10 seconds to find <a href="https://www.ladbsservices2.lacity.org/OnlineServices/PermitReport/PcisPermitDetail?id1=25019&amp;id2=10000&amp;id3=04118">the demolition permit issued on March 24</a>. </p><p>Plans to demolish the 1925 brick building and redevelop the property date back to at least 2022, so this is far from surprising. The delay in doing so may possibly have something to do with the building changing hands in January 2025; perhaps the previous owner may not have been up to the task for one reason or another. </p><p>I couldn&#8217;t tell you whether the Phillips could have been saved and restored; that&#8217;s a question for a structural engineer. </p><p>While I do not approve of leaving old buildings to rot, and while I firmly believe there needs to be accountability when an empty building catches on fire, at least the land won&#8217;t become overpriced &#8220;luxury&#8221; apartments.</p><p>The land is NOT subject to RSO, so I was pleasantly surprised to see that the replacement building will be a 60-unit affordable housing complex with a ground-floor restaurant space, plus two levels of parking.</p><p>That is certainly in the spirit of older SRO hotels like the Phillips, but did the building <em>have</em> to become a magnet for trash, graffiti, and fire in the meantime? Am I alone in thinking that it still could have been secured more thoroughly for safety&#8217;s sake? </p><p><em>This</em> fire didn&#8217;t spread to neighboring buildings, but the next one might. It&#8217;s a neglected commercial property with complaints about trash, open excavation, unpermitted construction and weeds, and the chain-link fence hasn&#8217;t kept out taggers and other trespassers. In fact, <a href="https://www.ladbsservices2.lacity.org/OnlineServices/PermitReport/PermitResultsbyPin?pin=114B189%20%20%20416">the abandoned-property complaints date back a full decade</a>. </p><p><a href="https://maps.app.goo.gl/tvbdJ8SYzLeNutex6">750-752 East Lanzit Avenue</a>, consisting of two houses and a garage on one lot, looks like it survived the apocalypse. Abandoned-building complaints date to August 2024. The house has been heavily vandalized with signs of probable fire damage, repeat break-ins, portions of the fence missing, dumped trash, and overgrown foliage. </p><p><a href="https://maps.app.goo.gl/7Lx6hjw37n4H6kyPA">900 South Santa Fe Avenue</a>, formerly the Dorin Realty Company office, is poorly fenced off and has faced repeat vandalism. Down the street, <a href="https://maps.app.goo.gl/9r57H7nsnZdjPiLL8">912 South Santa Fe Avenue</a>, which is fire damaged, isn&#8217;t even fenced.</p><p>I fully expect there will be little to no accountability for the owners of these derelict properties, and it begs the question of how much money the city leaves on the table by not assessing fines for neglect.</p>]]></content:encoded></item><item><title><![CDATA[The Jardinette is BACK, baby!]]></title><description><![CDATA[Regular readers, East Hollywood residents, and modernism enthusiasts already know that Richard Neutra&#8217;s 1928 masterpiece Jardinette Apartments fell into serious disrepair years ago. (Buyers should keep in mind that the building is subject to the Rent Stabilization Ordinance, so it may not be a good fit for potential owners who are only interested in market-rate properties.)</p><p>Hassid invested over $5 million to painstakingly restore the Jardinette and add modern features like fire sprinklers and air conditioning. From my conversations with Neutra authority Dr. Barbara Lamprecht and Etan of Etan Does LA (who has visited the building a few times), it sounds as though Hassid put about as much work into the restoration as Neutra put into designing the building.</p><p>Hassid says he&#8217;s looking for another historic building. I&#8217;ll look forward to seeing what he restores next.</p><p><strong><a href="https://maps.app.goo.gl/rX1CNnCafjJBP5ea6">5128 Marathon Street, East Hollywood</a></strong>.</p>]]></content:encoded></item><item><title><![CDATA[Santa Monica Stands Up for Renters, So Why Won't LA?]]></title><description><![CDATA[Santa Monica&#8217;s City Attorney recently won judgments against two landlords who failed to pay required temporary relocation fees to three displaced households.]]></description><link>https://www.emptylosangeles.com/p/santa-monica-stands-up-for-renters</link><guid isPermaLink="false">https://www.emptylosangeles.com/p/santa-monica-stands-up-for-renters</guid><dc:creator><![CDATA[Empty Los Angeles]]></dc:creator><pubDate>Sun, 22 Mar 2026 18:41:03 GMT</pubDate><content:encoded><![CDATA[<p><a href="https://www.smdp.com/city-attorney-wins-judgments-against-landlords-in-tenant-relocation-cases/">Santa Monica&#8217;s City Attorney recently won judgments against two landlords who failed to pay required temporary relocation fees to three displaced households.</a></p><p>In one case, a family of five was displaced when &#8220;unpermitted construction rendered their unit uninhabitable.&#8221; The other case concerns &#8220;two tenants whose units were deemed uninhabitable due to red-tagged heaters&#8221; (state law requires landlords to provide heat, and Santa Monica ordinance requires that the heaters be both permanently installed and maintained safely - portable space heaters won&#8217;t cut it here). </p><p>Compare and contrast that with Los Angeles. </p><p><a href="https://www.latimes.com/business/story/2022-06-23/developer-landlord-geoffrey-palmer-agrees-12-5-million-tenant-security-deposits-settlement">One of the biggest landlords in the city was the subject of a class action suit in 2022. Some 19,000 (!) former tenants accused his company of illegally withholding security deposits.</a> State law requires landlords to disclose all charges for cleaning and repairs, to provide copies of bills or invoices, and to return deposits (or whatever is left of them after cleaning and repair) within 21 calendar days. My former boss followed this law VERY strictly, and always sent a check right away. </p><p><strong>In theory, Los Angeles has some of the strongest renter protections on the books. In practice, good luck getting the city to enforce them - or to do anything about blight.</strong></p><p>Habitability issues can be brought to LADBS&#8217; attention, <a href="https://www.emptylosangeles.com/p/greed-arson-and-an-hgtv-host?utm_source=publication-search">but don&#8217;t forget the Lourine Court saga, in which the complex was brought out of REAP despite tenants reporting that repairs were NEVER performed</a>. The whole point of REAP is to compel landlords to repair derelict properties, but in the case of Lourine Court, it failed miserably.</p><p>Even if your landlords have all been good, responsible people (and I&#8217;ve been lucky in this area myself), there are enough bad ones that the city passed TAHO, or the Tenant Anti-Harassment Ordinance, in 2021. <a href="https://www.latimes.com/california/story/2026-01-22/burned-cars-violent-assaults-inside">When this article was published two months ago, a whopping 23,326 harassment complaints had been filed since 2021</a>. </p><p>How many harassment complaints have resulted in charges? TWO. That&#8217;s IT.</p><p>It seems to me that Los Angeles is leaving a lot of money on the table by its routine failure to hold bad property owners accountable. Think of all the fines that aren&#8217;t being collected for mistreatment of tenants, for negligence, or for letting intruders damage and burn vacant buildings. Now think about how the city could invest that money back into things that benefit the community (infrastructure repair and more crosswalks would be a good start).</p><p>It also seems to me that the city would be cleaner (i.e. less fire ash and less illegal dumping) and safer (i.e. fewer preventable structure fires and fewer issues with squatters) with increased enforcement. </p><p><a href="https://samquinones.substack.com/p/the-fire-that-took-it-all">On that note, please read this article by Sam Quinones, who did a deeper dive on the preventable St. Andrews Place fire that displaced the Galicia family and killed three of their six dogs</a>. <strong>The Galicias and their neighbors repeatedly asked for help that never, ever came. How many more times will this exact situation unfold before something is done? </strong></p><p><strong>Santa Monica does have its own issues, but it expects property owners to be responsible and it acts accordingly. LA could, and should, choose to follow Santa Monica&#8217;s lead.</strong></p><p>Not all that long ago, a friend of mine wondered about whether Angelenos need to take the city to court to compel enforcement of existing laws. As heartbreaking as it is, I&#8217;m increasingly sure that the answer is &#8220;probably&#8221;. </p><p>And even then - even if Angelenos won a landmark court order in their favor -  I&#8217;m <em>still</em> not sure the city would bother to do its job. In <em>Los Angeles</em>? Honey, <em>please.</em></p><p>A long-empty, boarded-up house caught on fire yesterday afternoon. <a href="https://lafd.org/alert/knockdown-structure-fire-03082026-inc1082">LAFD mistakenly reported the address as 506 N. St. Andrews Place</a>, but 506 looks pretty well-maintained to me. </p><p>I received a report that the correct address was 509 N. St. Andrews Place, across the street and next to an empty lot. <a href="https://www.cbsnews.com/losangeles/news/larchmont-house-fire-st-andrews-place-los-angeles-fire-department/">That tracks with the picture on this CBS News story about the fire, showing a burned Craftsman house next to an overgrown vacant lot. </a>(Also, 506 is a single-story Colonial-ish house with a completely different roof line.)</p><p>I didn&#8217;t have to dig too deep to find out that just a few years ago, 509 WAS a lovely 1911 Craftsman house with recent improvements. <a href="https://www.redfin.com/CA/Los-Angeles/509-N-St-Andrews-Pl-90004/home/7099112">It sold off market in April 2020, but a listing of sorts can be seen here</a>.</p><p>Look at the picture in the listing. The house, fence, and front yard are neat as a pin and look like they&#8217;ve been exceptionally well cared for.</p><p><a href="https://maps.app.goo.gl/AU676MxFnt7ZatWH6https://maps.app.goo.gl/AU676MxFnt7ZatWH6">Now look at Street View</a>. In December 2020, the yard is getting overgrown. July 2022 shows what could be junk piling up behind the fence. By September 2025 - the most recent picture - the property looks like crap. The house is barely visible through the overgrown foliage, there is junk piled up high enough to peek over the top of the fence, and the formerly well-maintained fence is fading unevenly, tagged, and appears to have possible damage by the gate.</p><p><a href="https://www.ladbsservices2.lacity.org/OnlineServices/PermitReport/PermitResultsbyPin?pin=141B193%20%201118">ZIMAS backs up 509&#8217;s downward spiral.</a> The first complaint  - auto repair on the premises - is from October 2020, just six months after the house sold. Complaints from October 2025 suggest the house was vacant and unsecured, and complaints from January echo the house&#8217;s empty state and reference the junk piled high in the yard.</p><p><a href="https://www.ladbsservices2.lacity.org/OnlineServices/PermitReport/PcisPermitDetail?id1=22019&amp;id2=10000&amp;id3=03131">A demolition permit was issued in 2022</a>. Obviously, the house wasn&#8217;t demolished at the time. <a href="https://www.ladbsservices2.lacity.org/OnlineServices/PermitReport/PcisPermitDetail?id1=22042&amp;id2=90000&amp;id3=16196">The permit for the required sewer cap expired in January</a>.</p><p>Huh.</p><p>I decided to look into the vacant lot next door, formerly 505 N. St. Andrews. Sources disagree on whether 505 last changed hands in 2016 or 2020, but <a href="https://www.ladbsservices2.lacity.org/OnlineServices/PermitReport/PcisPermitDetail?id1=15019&amp;id2=10000&amp;id3=02760">someone was already planning to demolish the house at least as early as 2015</a>.</p><p><a href="https://www.ladbsservices2.lacity.org/OnlineServices/PermitReport/PermitResultsbyPin?pin=141B193%20%201145">505 had a much longer and messier list of code complaints dating back to 2016 - and as of February 20, still has an open complaint for &#8220;VACANT LOT WITH TRASH AND DEBRIS&#8221;. </a></p><p><a href="https://www.ladbsservices2.lacity.org/OnlineServices/PermitReport/PermitResultsbyPin?pin=141B193%20%201145">A permit was issued for a new 4-story building over a year ago</a>. But, we&#8217;ll see how that goes. This city is rife with empty lots and unfinished buildings. </p><p>I do have to wonder if whoever owns 509 might look to flip it to whoever owns 505 - or if both owners might want to flip to a third party together. A smart developer could combine the two lots and build a bigger apartment complex than the one planned for 505. </p><p>Still, 509 could have - really, should have - been loaded onto trucks and moved to Altadena. The previous owners clearly loved that house. Someone who lost their home to the Eaton fire would have loved it, too.</p><p><strong>Updated 3/11: Unfortunately, it was worse than the original reports indicated. </strong><a href="https://www.nbclosangeles.com/news/local/larchmont-house-fire-kills-2-dogs/3859831/">The fire spread to, and destroyed, the house next door, displacing Pastor Juan Galicia and nine family members who all lived the house (the whole family was at church when the fire began.) Two of the family&#8217;s six dogs died; a third dog is reportedly at the vet.</a> (Updated 3/22: the third dog did not survive.)</p><p><strong>The family had been warning city officials about the squatters next door for OVER A YEAR. The northern campus is still home to a well-known medical rehabilitation center. This post, however, concerns the long-abandoned <em>southern</em> campus.</p><p><strong>Rancho Los Amigos&#8217; 74-acre southern campus was vacated in 1988, with over 100 buildings boarded up and left empty for decades.</strong> Time, weather, neglect, and arson took their toll, and most of what remained of the campus was demolished in 2024. What an appalling waste.</p><p>35 acres of the near-empty southern campus was slated for new construction - specifically, as an affordable supportive housing project called Veterans Commons. Which, let me be clear, is a good thing. It&#8217;s a MUCH better use of the space than letting it continue to sit empty - and I hope to see the rest of the parcel put to similar use.</p><p>Here&#8217;s the problem: <strong>There is evidence that the onsite cemetery&#8217;s interments are still there. Specifically, </strong><em><strong>bodies are still buried in the area slated for redevelopment.</strong></em></p><p><strong>My friends at Esotouric have been trying to work with County Supervisor Janice Hahn and Deputy Ivan Sulic to ensure that any human remains on the site are handled appropriately. This has proven unreasonably difficult; both have been largely unresponsive.</strong></p><p><a href="https://esotouric.substack.com/p/names">Please, please, please read the entire horrifying story here. </a> </p><p><strong>And before someone posts a flippant comment disrespecting the dead, let me just mention that health and safety precautions should be taken when handling human remains. To the best of my knowledge, NO measures have been taken. </strong></p><p><a href="https://california.public.law/codes/health_and_safety_code,_division_7,_part_2,_chapter_4">I don&#8217;t know much about the legality of removing remains from cemeteries (or about the proper handling of human remains), but this section of the California Health and Safety Code is likely to be relevant.</a> </p><p>Los Angeles has a history of relocating old cemeteries (Old Calvary and the city cemetery - now a parking lot - come to mind). San Francisco evicted nearly all of its cemeteries for space, sending the city&#8217;s dead to Colma. Heck, one of my ancestral hometowns - Paris - famously removed its overflowing ancient cemeteries beginning in 1785, relocating the bones to what we now call the catacombs. </p><p><strong>While I take no issue with relocating the dead when necessary, it MUST be done properly. Rancho Los Amigos&#8217; cemetery was never even decommissioned.</strong> </p><p>So why hasn&#8217;t the county stepped up with a plan for handling the cemetery? Why won&#8217;t the Supervisor&#8217;s office return calls? Why is Deputy Sulic ignoring concerned citizens? </p><p>Why? email from a reader who had noticed a pattern of historic-structure fires in Hollywood and did a little digging.</p><p>I have his permission to post this (thanks, John). I&#8217;ve added some links; please be advised that older articles in the Times may be paywalled.</p><blockquote><p>The fire(s) at the Hollywood Center Motel are appalling and beyond suspicious. <strong>Years ago, the LA Times poked around at allegations that a spate of fires damaging/destroying Hollywood landmarks was so rampant, there had to be something corrupt going on. Garcetti, a councilman then, even said the coincidence warranted investigation. But they wound up merely taking city officials' word that there was nothing to see there. </strong></p><p><strong>Very Chinatown.<br></strong><br>If you have any contacts at the Times, I'd urge them to do an actual investigation with the fire dept., neighbors, etc. You likely may have already flagged an editor there, but if they pooh-poohed it, give them this - I did some research! :) <br><br>Historical structures in Hollywood damaged or destroyed by fire over the 40 years or so: </p><p>Hollywood Brown Derby</p><p>Repeated fires during vacancy and deterioration (late 1980s&#8211;early 1990s); later demolished (1994). Widely cited by preservationists and repeatedly referenced in later Los Angeles Times fire/redevelopment reporting.</p></blockquote><p>[Ed. note: After the Brown Derby lost its lease in 1985, another restaurant briefly occupied the building before a kitchen fire in 1987. Squatters and gang members repeatedly broke into the empty building, causing additional fires in 1990 and 1992. LADBS red-tagged it after the 1994 earthquake, calling it an imminent hazard. Couuncilwoman Jackie Goldberg was criticized for not being able to save the building. She noted at the time that she had tried, and that her office was also trying to save other historic buildings.]</p><blockquote><p>Ontra Cafeteria Streamline Moderne building; fire-damaged in early 1990; demolished later that year.</p></blockquote><p>[Ed. note: Ontra Cafeteria was a former post office designed by one of LA&#8217;s most important architectural firms: Morgan, Walls, and Clements. Ontra closed in 1988, was often broken into by transients, and caught on fire on March 11, 1990. The building had been declared a Historic-Cultural Monument, which does provide some protection but does not actually prevent demolition in Los Angeles. The site became a parking lot and is now a five-star hotel.]</p><blockquote><p>Late Night Studios (1200 block of Vine Street): Fire gutted a two-story studio in July 1990; the Los Angeles Times notes it was a 70-year-old building and identifies prior historic use tied to entertainment production (including that the structure had once been home to the Filmarte Theatre Movie House and later a TV audience theater where the &#8220;Steve Allen Show&#8221; was made).</p></blockquote><p>[Ed. note: <a href="https://www.latimes.com/archives/la-xpm-1990-07-20-me-150-story.html">Rik Sciacca, who co-owned Late Night Studios, was living onsite and lost nearly everything he owned in the fire. Two other production companies were based in the facility. The fire was attributed to faulty wiring.</a>]</p><blockquote><p>Hollywood Recreation Center: Originally a bowling alley and recreation hall dating to Hollywood&#8217;s early entertainment-era growth. Fire damaged the long-vacant structure in the early 1990s; subsequently demolished. This address is specifically named in preservation and redevelopment-era reporting as part of Vine Street&#8217;s loss of early commercial fabric.</p></blockquote><p>[Ed. note: the Streamline Moderne facade largely survived and was incorporated into the replacement building.] </p><blockquote><p>The Little Country Church of Hollywood at 1750 N. Argyle Ave. Built in 1934 as a reproduction of a rural-style church and later declared a Los Angeles Historic-Cultural Monument (HCM #567) in 1992. On Christmas Eve (December 24), 2007, the church burned to the ground in a major fire. Reports describe the cause as arson or malicious fire (investigators treated it as such), though some sources also noted that previous fires and vandalism had affected the property.</p></blockquote><p>[Ed. note: in what could have been a very interesting example of adaptive reuse, <a href="https://www.latimes.com/archives/la-xpm-2007-aug-21-me-hollywood21-story.html">a developer wanted to keep the church (Sunday services and all) but add two freestanding bars and a restaurant. The developer paused plans when finding enough parking proved to be an issue</a>, and unsurprisingly, there was opposition to turning the little church into a bar. <a href="https://esotouric.substack.com/p/littlecountrychurch">Read more about the church, and see a video, here</a>.]</p><blockquote><p>Basque Nightclub Fire on April 30, 2008 gutted the building.</p><p>Laemmle Building: Same structure as Basque Nightclub; historically tied to early Hollywood cinema exhibition interests. Demolished later in 2008 following fire damage.</p><p>Note: <a href="https://www.latimes.com/archives/la-xpm-2008-may-01-me-hollywood1-story.html">Eric Garcetti (context) Then&#8211;councilman Eric Garcetti told the LA Times that the number of fires that year was suspicious, while officials said there was no proof of coordination.</a></p></blockquote><p>{Ed. Note: <a href="https://www.latimes.com/archives/la-xpm-1987-05-29-me-2016-story.html">the Basque Nightclub building at Hollywood and Vine had previously been a short-lived location of the Brown Derby</a>. After the Brown Derby lost its lease, operator Walter P. Scharfe - who also ran the Pasadena location - spent around $500,000 to convert the building. Unfortunately, it didn&#8217;t last long.] </p><blockquote><p>Sunset &amp; Vine Tower: <a href="https://www.latimes.com/archives/la-xpm-2007-mar-23-me-tower23-story.html">Fire occurred beneath the tower, in older underground or subgrade spaces tied to earlier commercial uses.</a> While the tower itself was not destroyed, reporting emphasized the presence of aging, legacy structures and utilities beneath the modern development&#8212;often cited as part of Hollywood&#8217;s layered and fragile historic fabric.</p><p>Hollywood Center Motel Historic 1905-era core (&#8220;El Nido&#8221; structures). Not far away, <a href="https://www.emptylosangeles.com/p/squatters-and-fires-on-north-wilton?utm_source=publication-search">these squatter-damaged (one demolished) houses only seem to be a concern to the neighbors who are forced to live with the noise, disruption, and fires.</a> </p><p>Change and reinvention are inevitable in Hollywood, but must it catch on fire as often as it saw two abandoned houses invaded by destructive and disruptive squatters.</a> One of those houses had to be demolished due to damage from multiple fires.</p><p>But let&#8217;s venture outside of Hollywood and address another block of Wilton Place.</p><p>1504 South Wilton Place, which is in Arlington Heights and formerly housed the California Hope Presbyterian Church, burned down very late last night/very early this morning. <a href="https://lafd.org/alert/knockdown-structure-fire-02162026-inc1860">The LAFD Alert mistakenly says it&#8217;s 1510</a>, but Citizen videos match 1504, which is (or was) a multifamily Craftsman house on a corner lot, and <a href="https://www.ladbsservices2.lacity.org/OnlineServices/PermitReport/PermitResultsbyPin?pin=126B189%20%20%20%2059">ZIMAS lists an updated code enforcement issue of &#8220;BUILDING OR WALL THAT COULD FALL DOWN&#8221;</a>, which seems to be standard practice after fire damage. </p><p>ZIMAS complaints from just last week also state &#8220;BUILDING OR WALL THAT COULD FALL DOWN&#8221; and &#8216;CONSTRUCTION DONE WITHOUT PERMITS OR INSPECTIONS&#8221;. </p><p>Dear reader, would any of you like to guess what I saw when I opened the tab for permit information? </p><p>You probably already know, don&#8217;t you?</p><p>The house was already marked with an X last summer. While I don&#8217;t inherently take issue with the affordable housing complex planned for the lot, I DO take issue with neglecting existing buildings, holding needed housing empty, and the prevalence of fires in those buildings.</p><p>This house could have been moved. Somebody in Altadena would probably have been thrilled and grateful to be its next steward. </p><p>Instead, it caught on fire, waking up the neighbors, putting other homes at risk, and releasing even more smoke into LA&#8217;s already dirty air. </p><p>While I am not especially religious, there&#8217;s something blasphemous about a house of God (former or current) going up in flames. <a at 1294 S. Windsor Avenue</a>, I hit a wall - 1294 S. Windsor doesn&#8217;t exist. This happens fairly often.</p><p>Look, I get it. LAFD has their hands full responding to emergencies 24/7, and the occasional inaccurate address is going to be reported. Similarly, Citizen and other reporting apps don&#8217;t always get the address right (in all fairness, if you&#8217;re reporting a fire from half a block away, the app might pull up the address where you&#8217;re standing instead of the correct one). </p><p>From publicly posted videos of the fire, I was able to identify the collision center in the foreground and match the burning building to 4357 Victoria Park Drive, which stands just behind the body shop. </p><p>While the address is on Victoria Park Drive, the building is on a corner lot and its longest side fronts Windsor Boulevard, so the address inaccuracy is hardly surprising. </p><p>4357 Victoria Park Drive is not unknown to me. The 1923 fourplex went on the abate list in 2021, although I couldn&#8217;t tell you how long it&#8217;s been boarded up. <a href="https://www.ladbsservices2.lacity.org/OnlineServices/PermitReport/PermitResultsbyPin?pin=129B185%20%201104">ZIMAS complaints date back as far as 2012</a>.  </p><p>This isn&#8217;t even the first fire on the property - <a href="https://www.ladbsservices2.lacity.org/OnlineServices/PermitReport/PcisPermitDetail?id1=22019&amp;id2=20000&amp;id3=01745">in 2022, a permit was issued to demolish a fire-damaged detached garage</a>.</p><p>Regardless, what a sad waste of four apartments. Santa Monica is noticeably cleaner, and there are <em>relatively</em> few blighted properties. More on that in a minute.</p><p>Santa Monica isn&#8217;t perfect. The homelessness issue is quite well known. I&#8217;ve heard concerning things about some city employees from another city employee (who I will not name). And it could be friendlier to businesses (although in my personal experience, it&#8217;s <em>mostly</em> easier to deal with Santa Monica than Los Angeles). But I am damn proud of Santa Monica, and I&#8217;ll tell you why.</p><p><a href="https://www.surfsantamonica.com/ssm_site/the_lookout/news/News-2025/November-2025/11_18_2025_New_Law_Requires_Owners_to_Register_Vacant_Properties.html">A couple of months ago, Santa Monica passed a new law requiring owners of vacant properties to register them with the city</a> by July 1, 2026 (or within 30 days of becoming vacant). </p><p>There are at least 167 vacant buildings in Santa Monica. Roughly half of them have been allowed to fall into disrepair. The ordinance specifically calls out absentee owners, who may live far from Santa Monica or even outside of California, and thus aren&#8217;t likely to be paying attention to their properties.</p><p>Owners of vacant properties will now be required to file a Trespass Arrest Authorization with the Santa Monica Police Department, which should make it easier to remove vandals and squatters. </p><p>Owners will also be required to fix or replace broken or missing fencing, deal with trash, graffiti, and weeds, mitigate insect or rodent infestations, and keep vehicles off the premises (unless there is City approval) - in other words, perform basic maintenance that responsible property owners handle without having to be cited first. </p><p>Some properties will be required to have security lighting, surveillance cameras, and possibly even security patrols. Owners will also have to pay a monitoring fee.</p><p>Good. LA should start taking notes instead of just letting bad property owners get away with neglect. </p><p>But wait, there&#8217;s more!</p><p><a href="https://www.smdp.com/santa-monica-files-18m-lawsuit-over-illegal-short-term-rentals/">Santa Monica is also suing a family of landlords who stand accused of violating local housing law.</a> The Enayati family owns more than two dozen rent-controlled properties, and according to the suit, illegally converted dozens of apartments into short-term rentals, netting some $18 million in just five years. </p><p>I highly recommend reading the linked article, but here&#8217;s a damning excerpt:</p><blockquote><p>After long-term tenants vacated rent-controlled units, the defendants would list the apartments on Airbnb for stays typically lasting between 31 and 100 days rather than advertising them for long-term rental, according to the lawsuit.</p><p>The defendants allegedly had guests book their actual intended short-term stays through Airbnb but then required them to sign separate one-year lease agreements the landlords never intended to enforce.</p></blockquote><p>Having experience in property management, I am aware that rent control can contribute to maintenance issues and can de-incentivize renters from moving when it might be appropriate to do so (i.e. empty nesters downsizing). Regardless, it is still the law in Santa Monica, and property owners who do not want to deal with rent control have always had the option of buying properties in places that do not have rent control. </p><p>In any case, turning badly needed rental housing into vacation rentals in an already-tough market is selfish at best, and in a case as egregious as this one, a better descriptor might be &#8220;diabolical&#8221;.</p><p>Santa Monica is taking a stand for accountability, and hopefully other cities will follow its lead. accused of misappropriating $23 MILLION meant to house and feed over 600 homeless people. Abundant Blessings bank accounts to &#8220;Ardmore Avenue Rentals,&#8221;
and these checks were deposited into another account that SOOFER
controlled (SOOFER listed this name as a DBA on the account).
These payments were submitted to LAHSA for reimbursement for
housing SOOFER was supposedly providing to participants at 1135
S. Ardmore Avenue, Los Angeles, California 90006 (the &#8220;Ardmore
Avenue property&#8221;).

owned the Ardmore Avenue property and was paying himself rent.
If he had, it would have triggered additional scrutiny of the
lease agreement to ensure the monthly rent represented a market
rate for the property.

lease agreement making it appear that the Ardmore Avenue
property was owned by a third-party company named &#8220;Ardmore
Avenue Rentals,&#8221; owned and managed by a different person.
