Turning Los Angeles into the city that it could be - and should be - is far from an easy task, and requires the cooperation of city departments that, as of this writing, are actively failing to do their jobs (if not outright refusing to do them).

I literally have gone to LAPD, FBI, Passport Office, The Consulates, Nonprofits, the City, etc and nobody can help me with an ID and the fact that the Rest and Rise LA hostel is TRAFFICKING people and they were going to lock me in a rehab program
