Thank you for advocating for the Phillips Hotel and an end to demolition by neglect. This is a deep lot and it seems like there would be a way to preserve the 101 year old facade and increase the number of residential units.
..oh wow, 315 N Vermont is right around the corner from where i used to live..(the Dicksboro @ Beverly/Berendo). i never knew that it had a proper name (the Phillips Hotel). i just remember it as the 'goody goody' building..
Some sort of public art acknowledging Jane and Bukowski would be nice, too. The new building is supposed to be 8 stories, so it might be challenging to incorporate the existing facade while building up.

Surviving signage indicates it was called the Korea Hotel at some point as well.
If they are not adding density per the original entitlement then they should be encouraged to keep the brick facade.
